Linn Grove Regular City Council Meeting April 9, 2003

Community Center at 7:00 p.m.
Mayor Graesing called the meeting to order. Members present: Smith, Jessen, Ellis, Warkentin, Wadsley. Members absent: None. In attendance: None. Ellis moved to adopt the agenda. Seconded by Warkentin. Motion carried. Warkentin moved to approve the previous meeting minutes as read from March 5,
2003. Seconded by Wadsley. Motion carried. Old Business. Utility Pole Update. The utility pole is set and the city is yet to receive
billing from Alliant. New Business. Approval of Bills. Jessen moved to approve all bills as presented. Seconded

breaks. 2 water hydrants will be installed on at the city park and one at the
horseshoe court. Library Board Report. Grant money from Gates Foundation will be spent by
October for new computers and installation of separate outlets will be required
for the new computers. $130 was donated to library. Patria Jenson is taking
classes to finish up her certification. Maintenance Report. The old sidewalk located on the east side of downtown
Weaver Street will be removed and new sidewalk will be installed as soon as the
weather breaks. Clay Regional Water raised their rate $.50 to $3/1000 gallon. A
sealcoating bid was submitted. Mayor Graesing is waiting for one other bid to be
submitted. City Clerk Report. Repeal Resolution 2000-5, New Visions president requested for the repeal of
Resolution 2000-5. Mayor Graesing endorsed New Visions request and presented
request to Council. Moved by Smith to approve Resolution 2003-5, a Resolution
repealing Resolution 2000-5 granting temporary water and sewer service to New
Vision Ministries located at 400 Broadway Street Linn Grove, Iowa with permanent
service dependent upon fulfilling the following: Filing with the City Clerk in accordance with City Ordinance 90.05 if
usage exceeds minimum. The old sewer system from the school shall not be allowed to infiltrate
into the current system. The user will be allowed to use the current section shut-off at the
intersection of Broadway Street and Sherman Avenue as their corporation
cock and be responsible for the water line beyond said shut-off. If in the event the city should no longer own the 44-foot wide area
running west from Westerville Street and the intersection of Broadway
Street and Sherman Avenue to the 20-foot area running north and south
connecting with the alley running south to High Street, the user will
reconnect the 4" main (running west under the 44-foot wide area described
above) back to the section shut-off and move the service connection to the
west end of the main property at the user’s expense (the City will furnish
the corporation cock), or shall submit a written agreement signed by the
new owner of said property for easement and/or matters dealing with water
and sewer. Seconded by Wadsley. A roll call vote was taken with the voting as follows:
Wadsley-Aye, Smith-Aye, Ellis-Aye, Jessen-Aye, Warkentin-Aye. Clean-Up Day. Council set the date for Clean-Up Day for May 10th.
Arny Grow will be contacted as to this date. Notices will be posted and
published in the newspapers. Moved by Wadsley to charge $12 for microwaves,
white goods-$12, tires (car tires only)-$2.50, computer monitors-$2.50, large
console TVs-$5. Tags for these items must be purchased by May 8th
from the City Clerk. No rocks, bricks, or cement will be picked up. Seconded by
Ellis. Motion carried. Setting Date for Amending Current Budget. Moved by Jessen to set the
2002-2003 cit budget amendment hearing for May 14th, 2003 at 7:15
p.m. Seconded by Warkentin. Motion carried. Required Water/Garbage Rate Increase. Moved by Jessen to post official notice
notifying the citizens and residents of the City of Linn Grove, Iowa that the
Linn Grove City council is considering increasing fees for solid waste
collection and increasing fees for water service provided by the city based upon
use of water as determined by meters and water service provided to any customers
located outside the corporate limits of the City which the City has agreed to
serve. Seconded by Ellis. Motion carried. Code of Ordinance Review. Council continues to review Ordinances. Clerk informed Council that the $300 needed for the BV County tourism
brochure was raised completely by donations from the public. Moved by Jessen to send three (3) "Abate the Nuisances" to residents of Linn
Grove. Seconded by Warkentin. Motion carried. Announcements-Open Forum. Jessen reported to Council that there will be an Open House at the
communications center in Storm Lake on April 17th. Wadsley informed
Council of the Linn Grove Jamboree Day festivities. Linn Grove will have a town
meeting April 29th at 7:00 p.m. at the Linn Grove Community Center.
