Linn Grove Regular City Council Meeting February 12, 2003 at the Linn Grove Community Center at 7:00 p.m. Mayor Graesing called the meeting to order. Members present: Smith, Ellis, Warkentin, Wadsley. Members absent: Jessen. In attendance: None. Warkentin moved to adopt the agenda. Seconded by Smith. Motion carried. Ellis moved to approve previous meeting minutes as read from January 8, 2003. Seconded by Wadsley. Motion carried. Old Business. Bridge project update. Graesing informed Council that the Tea-21 application was denied. Ellis moved to have Mayor Graesing sign request to the Iowa Department of Transportation for financial assistance for bridge located on Bluff Street. Seconded by Wadsley. Motion carried. Utility pole update. Graesing informed Council about his conversations with Alliant representatives regarding adding a utility pole for the purpose of Card-Trol. The pole will approximately cost $3874.58. Moved by Wadsley to approve Resolution 2003-2, a Resolution to proceed to add a utility pole located on the north end of downtown Weaver Street Linn Grove for the purpose of Card-Trol. Seconded by Warkentin. A roll call vote was taken with the voting as follows: Smith-Aye, Wadsley-Aye, Ellis-Aye, Warkentin-Aye. New Business. Approval of Bills. Park Board Report. Mayor Graesing presented information received for City attorney pertaining to condemnation procedures for proposed City Park area. After Council discussion Graesing requested that the Council postpone any action until April meeting, giving him time to negotiate further with New Visions. Wadsley moved to table issue. Seconded by Jessen. Motion carried. Library Board Report. Coffee Time Folks donated a 1 year subscription of the Peterson Patriot to the library and also donated $25 in January 2003. The library received $200 donation from the First State Bank. Some of the money received from Enrich Iowa will be used to purchase computer desk sets. Maintenance Report. Council discussed sealcoating streets in Linn Grove for the upcoming year. City Clerk Report. Trees Forever/Alliant. Word was received that Linn Grove has been awarded a $500 grant from Tree Forever/Alliant program. The check should arrive in late February 2003 for spring planting. 2003-2004 Budget. The proposed 2003-2004 budget was discussed. Moved by Wadsley to accept the fiscal year 2003-2004. Seconded by Ellis. Motion carried. Moved by Smith to set public hearing for fiscal year 2003-2004 budget for March 5th, 2003 at 7:00 p.m. Seconded by Warkentin. Motion carried. Moved by Jessen to approve the change of date for the Linn Grove regular city council meeting to March 5th, 2003 at 7:15 p.m. Seconded by Ellis. Motion carried. Change of city council meeting will be posted and local radio stations will be notified. Moved by Jessen to pay $300 for the tourism brochure that will include Linn Grove. Seconded by Warkentin. Motion carried. Code of Ordinance Review. The Council continues to review the Linn Grove Code of Ordinances. Announcements-Open Forum. Questions of clarification regarding leased property, Linn Grove Landing, were presented to the Council. Moved by Smith to have Mayor Graesing convey Council’s decisions. Seconded by Warkentin. Motion carried. Jessen reported to Council about the 911 meeting she attended. Jessen also reported to Council about Hazardous Waste meeting. They meet once a month and asked they asked if anyone would be interested in attending their meetings. Council also discussed the possibility of setting up a clean up day for hazardous waste in Linn Grove. Wadsley reported to Council about the Communications-Media committee meeting that met recently. A local newsletter and a "Fun Day" for Linn Grove were discussed with Council’s full endorsement to proceed. Moved by Ellis to submit a petition requesting election to change terms of office for city officials to Buena Vista County Auditor. Seconded by Wadsley. Motion carried. Wadsley moved to adjourn.
