Linn Grove Regular City Council
Meeting January 8, 2003
at the Linn Grove Community Center at 7:00 p.m.
Mayor Graesing called the meeting to
order.
Members present: Jessen, Smith,
Wadsley, Ellis.
Members absent: Warkentin.
In attendance: None.
Ellis moved to adopt the agenda.
Seconded by Wadsley. Motion carried.
Wadsley moved to approve previous
meeting minutes as read from December 11, 2002. Seconded by Smith. Motion
carried.
Old Business.
Sidewalk Billings. Council discussed
the billings to go to property owners on removal of cement and new sidewalk
installed.
New Business.
Approval of Bills. Jessen moved to
approve all bills as presented. Seconded by Smith. Motion carried.

Library Board Report. No meeting.
Park Board Report. Jessen moved to
direct Mayor Graesing to contact city attorney about condemnation procedures to
acquire property for city park. Seconded by Ellis. Motion carried.
Maintenance Report. Smith moved to
designate Mayor Graesing to sign service contract with Maguire Iron Inc.
regarding water tower. Seconded by Ellis. Motion carried.
City Clerk Report. Moved by Ellis to designate the Peterson Patriot Peterson,
IA as the official newspaper for printing Linn Grove council minutes and
official notices. Seconded by Jessen. Motion carried. The public will be
informed of special council meetings by posting of the notice at the Linn Grove
Post Office, First State Bank, and Linn Grove Library, also local radio stations
will be notified. Moved by Ellis to designate the First State Bank as the
official depository for funds not to exceed $250,000 for the City of Linn Grove.
Seconded by Wadsley. Motion carried. Annual employee salaries as follows: Mayor
$1200/yr, Council member-$10 for each council meeting attended, Water/sewer
utilities (Eugene Johnson) $360/month, City clerk/utilities clerk (Becky Jessen)
$600/month, Librarians (Lois Schomaker, Lolita Weier, Patria Jenson) $7/hour.
Moved by Ellis to increase the City clerk/utilities clerk salary from $600/month
to $675/month starting July 1st 2003. Seconded by Wadsley. Motion
carried. Jessen abstaining. Clerk informed council effective July 1, 2003 the
Harold Rowley Recycle Center would be raising their rates. The annual operations
assessment will be increased $2 per capita-a $422 annual increase. Discussions
for the budget 2003-2004 began. Wadsley moved to approve the
Acknowledgment/Settlement Agreement between captioned permittee and the Iowa
Attorney General’s Office and captioned permittee has remitted to the Treasurer
of the State of Iowa $300. It is therefore ordered that the judgment in this
matter hereby satisfied. Seconded by Smith. Motion carried. Smith moved to
approve to provide $126 to help Upper Des Moines Opportunity to conduct outreach
and assistance activities. Seconded by Wadsley. Motion carried. Moved by Ellis
to approve Resolution 2003-1, a resolution approving converting the current
budget for Fiscal Year 2003 to conform with IA Code 384.16 and IA Administrative
Rules 545-2.1 (384,388). Seconded by Wadsley. A roll call vote was taken with
the voting as follows: Wadsley-Aye, Ellis-Aye, Jessen-Aye, Smith-Aye. Council
continues to review the Linn Grove Code of Ordinances. The upcoming Community
Rally Meeting set for January 15, 2003 was discussed.

Announcements-Open Forum. Mayor
Graesing informed Council that he would be submitting paperwork for Tea-21
project grant for bridge replacement located on Bluff Street.
Ellis moved to adjourn. Seconded by
Smith. Time 9:50 p.m.
