Linn Grove Regular City Council Meeting March 5, 2003
at the Linn Grove
Community Center. Mayor Graesing called the meeting to order. Members present: Smith, Ellis, Warkentin, Wadsley. Members absent: Jessen. In attendance: Monte Scholten. Smith moved to adopt the agenda. Seconded by Warkentin. Motion carried. Ellis moved to approve the previous meeting minutes as read from February 12,
2003. Seconded by Wadsley. Motion carried. The Linn Grove City Budget hearing opened at 7:05 p.m. Upon hearing no
objections the Linn Grove city Budget hearing closed at 7:20 p.m. Moved by Smith
to approve Resolution 2003-3, a Resolution approving the Linn Grove City Budget
for fiscal year ending June 30, 2004. Seconded by Ellis. A roll call vote was
taken with the voting as follows: Ellis-Aye, Smith-Aye, Wadsley-Aye,
Warkentin-Aye. Old Business. On March 5, 2003 the Council received a petition signed by
20 eligible electors requesting an election to change the terms of office of the
Mayor and Council from 2 to 4 years. Moved by Ellis to approved Resolution
2003-4, a Resolution to accept the petition and to request that the
Commissioners of Elections schedule a special election for the City of Linn
Grove to be held May 6, 2003, and that the ballot for said election include the
following question: Shall the City of Linn Grove change the terms of office for
Mayor and City Council members from 2 to 4 years, beginning with the 2003 city
election? A roll call vote was taken with the voting as follows: Ellis-Aye,
Smith-Aye, Wadsley-Aye, Warkentin-Aye. New Business. Warkentin moved to approve all bills as presented. Seconded

received throughout the month. Park Board Report. Warkentin informed Council that he spoke with a New
Visions representative and was informed that their position is unchanged
regarding transfer of property. No further action was taken by the Council. Library Board Report. None. Maintenance Report. Graesing informed Council that he has contacted
Alliant about setting the new utility pole for the purpose of Card-Trol. Council
discussed certain streets to be done for sealcoating this upcoming year. Clerk Report. Garbage Contract. Moved by Smith to approve Mayor Graesing to sign a binding
contract between the City of Linn Grove and Arny Grow Garbage Hauling Service
effective March 1, 2003. Grow’s Garbage hauling Service agrees to pickup garbage
at all residences in Linn Grove. Monthly fee assessed to City of Linn Grove will
be $800.00. Grow’s Garbage Hauling Service must provide Proof of Insurance on an
annual basis, proof must be provided by June 1, 2003. Seconded by Wadsley.
Motion carried. Liquor License Approval. Moved by Ellis to approve the liquor license renewal
for Bobby’s Sand Bar and outdoor service area. Seconded by Warkentin. Motion
carried. Buena Vista County Tourism Brochure. Moved by Ellis to submit a revised and
approved listing for the Buena Vista County Tourism Brochure. Seconded by
Wadsley. Motion carried. Official Letterhead. Mayor Graesing informed council of the new official
letterhead for the City of Linn Grove. Code of Ordinance. The Council continues to review the Linn Grove Code of
Ordinances. Announcements-Open Forum. Wetherell Cable TV service was discussed.
Council discussed purchasing cement strips for narrowing Bluff Street Bridge.
Wadsley discussed with Council about placing a can collection container for pop
cans revenue used to defray costs of upcoming Jamboree. Monte Scholten discussed
with Council about another town meeting for Linn Grove. Bike trails was also
discussed. Scholten informed Council about attending the SR 2000 meeting. Linn
Grove will have a representative attending the SR 2000 meetings. Smith moved to adjourn. Seconded by Warkentin. Time 9:05 p.m. ________________________________________ MAYOR ________________________________________ CITY CLERK |
