Mayor Pro Tem Jessen called the meeting to order.

Members absent: Warkentin & Mayor Graesing.

Smith moved to adopt the agenda. Seconded by Ellis. Motion carried.

Smith moved to approve the previous meeting minutes as read from April 9, 2003. Seconded by Wadsley. Motion carried.

Mayor Graesing arrived at 7:15 p.m.

Open Public Hearing. The Linn Grove City Budget Amendment Hearing opened at 7:15 p.m. Upon hearing no objections the Linn Grove City Budget Amendment Hearing closed at 7:30 p.m. Moved by Ellis to approve Resolution 2003-6, a Resolution approving the Linn Grove City Budget Amendment for fiscal year ending June 30^th, 2003. Seconded by Wadsley. A roll call vote was taken with voting as follows: Jessen-Aye, Smith-Aye, Wadsley-Aye, Ellis-Aye.

Old Business. Abate the Nuisance Update. Council discussed previous months abatements.

New Business. Approval of Bills. Wadsley moved to approve all bills as presented. Seconded by Smith. Motion carried.

Park Board Report. Park budget was discussed. Mayor informed Council about a bricklayer willing to do work for constructing the monument. Moved by Wadsley to have Mayor Graesing meet with contractor and to proceed to construct the monument with an approximate cost being $1160. Seconded by Ellis. Motion carried.

Library Board Report. No report.

Maintenance Report. Sealcoating Streets. Moved by Jessen to approve the sealcoating streets bid from Blacktop Service Co. with exceptions being to eliminate Bluff Street-$234.50 and Evans Street-$1676.00 from the bid and to authorize Mayor Graesing to sign contract. Seconded by Wadsley. Motion carried. Mayor Graesing informed Council for the need of an intake to be installed located by future Card-Trol site.

City Clerk Report. Abate the Nuisance. Moved by Smith to send an "Abate the Nuisance" to a property owner of Linn Grove. Seconded by Ellis. Motion carried. Variance Request. Moved by Wadsley to approve a variance for a trailer/storage unit to be placed on property located by a maintenance building located on downtown Linn Street, Linn Grove, IA. Seconded by Smith. Motion carried.

Councilperson Jessen submitted her written resignation from the Linn Grove City Council. Mayor Graesing is taking the resignation under consideration.

1^st Reading Water Rate & Garbage Rate Increase. Moved by Smith to adopt 1^st reading of Ordinance 605, an Ordinance increasing fees for Solid Waste Collection from $13.25 a month to $14.25 per month for each residential premises and for each dwelling unit of a multiple-family dwelling. Code of Ordinances Linn Grove IA Chapter 106 Section 106.08. Seconded by Ellis. A roll call vote was taken with the voting as follows: Ellis-Aye, Smith-Aye, Wadsley-Aye. Moved by Wadsley to adopt 1^st reading of Ordinance 606, an Ordinance increasing fees for water service provided by the City based upon use of water as determined by meters and water service provided to any customer located outside the corporate limits of the City which the City has agreed to serve. Code of Ordinances Linn Grove IA Chapter 92 Section 92.02 and 92.03. Seconded by Ellis. A roll call vote was taken with voting as follows: Wadsley-Aye, Ellis-Aye, Smith-Aye. Proclamation-IA School Board Recognition Week 2003. Tabled.
