Main         February 2007            April 2007 The Linn Grove Regular City Council Meeting was held at the Linn Grove Community Center on March 8, 2007 at 7:00 p.m.   Mayor Smith called the meeting to order. Members present: Hicks, Nelson, Weier, Jurgensen, Ellis. Member absent: None. In attendance: Steve Jessen, Kim Johnson.   Adopt the Agenda.  Moved by Nelson to adopt the agenda.  Seconded by Hicks.  All ayes.  Motion carried. Approve Previous Meeting Minutes.  Moved by Jurgensen to approve previous meeting minutes as read from February 8, 2007.  Seconded by Nelson.  All ayes.  Motion carried.   Open Public Hearing-2007-08 Budget.  Mayor Smith opened the Linn Grove City Budget Hearing at 7:10 p.m.  Upon hearing no objections the Linn Grove City Budget Hearing for fiscal year 2007-08 closed at 7:20 p.m.  Moved by Ellis to reopen the regular city council meeting.  Seconded by Nelson.  All ayes.  Motion carried.  Moved by Jurgensen to approve Resolution 2007-3, a Resolution approving the Linn Grove City Budget for fiscal year 2007-08.  Seconded by Nelson.  A roll call vote was taken with voting as follows: Hicks-Aye, Jurgensen-Aye, Weier-Aye, Nelson-Aye, Ellis-Aye.   Old Business.  None.   New Business.  Approve Bills & Clerk Treasurer’s Reports.  Moved by Hicks to approve Clerk/Treasurer’s Reports and all bills as presented.  Seconded by Nelson.  All ayes.  Motion carried.   General - $1735.54   Water - $659.13   Garbage $800.00   IA Telecom -clerk & roadway 55.18 ILEC - monthly service 32.50 Arny Grow - monthly service 800.00 Mel Meyers - repairs @ rental building 75.00 IA Lakes Regional Water - service 95.45 Sara Fassler - cleaning Community Center 28.81 Sara Fassler - read water meters 28.81 Becky Jessen - payroll 528.38 Eugene Johnson - payroll 322.30 John Smith - mayoral duties 273.90 IPERS - monthly contribution 39.47 SEWER - $4.79 IPERS - monthly contribution 109.20 First State Bank - FICA 80.89 Bomgaars - wiper blades 4.79 First State Bank - FICA 226.80 Culligan - 15 gal chlorine 42.92 Marcus News - publishing 146.61 Bomgaars - wiper blades 4.79 Patria Jenson - payroll 179.96 Lolita Weier - payroll 111.706 RUT: - $ RECEIPTS - For February -$ 17506.09 General 188.80 RUT 1345.91 Water 5614.75 Sewer 3953.71 Garbage 4711.62     Steve Jessen-American Legion Building  Steve Jessen informed Council that the American Legion has applied for grant money for tuck pointing their building.  The City owns the existing south wall on the vacant building site located next to the American Legion building. Jessen asked the City to tear this wall down. The Council agreed that with combined efforts from the Legion and the City that the wall could be torn down.    Kim Johnson-Comp. Plan.  Kim Johnson handed out a rough draft on the Linn Grove Comprehensive Development Plan 2007 for the City of Linn Grove.  Johnson asked that the Council look over the rough draft for any necessary changes.  Johnson and JEO Consulting Group would be attending a future council meeting for final approval.   Park Board Report.  None. Library Board Report.  None.   Maintenance Report.  Snowplow Repairs & Snow Removal.  Moved by Ellis for Weier to purchase necessary parts to repair the City’s snowplow.  Seconded by Nelson.  All ayes.  Motion carried.  Council discussed purchasing orange whips to mark fire hydrants.   City Clerk Report.  Arny Grow Garbage Hauling Contract.   Moved by Jurgensen to approve Resolution 2007-4, a Resolution approving the City of Linn Grove to enter into a contract with Arny Grow/Grow’s Garbage Hauling Service for 4/1/07 to 3/30/08 and authorizing the Mayor and/or City Clerk to act as a duly authorized representative to sign contract.  Seconded by Nelson.  A roll call vote was taken with voting as follows: Jurgensen-Aye, Ellis-Aye, Weier-Aye, Nelson-Aye, Hicks-Aye.  Fire Protection Agreement.  Council and Warkentin discussed terms of the agreement between the City of Linn Grove and Sioux Rapids Fire Protection Agency.  No action taken.  Liquor License Approval-Bobby’s Sand Bar.  Moved by Nelson to approve the liquor license renewal also to include outdoor service and Sunday sales privileges for Bobby’s Sand Bar.  Seconded by Jurgensen.  All ayes.  Motion carried.  Class C Beer Permit-J& K Dam Bait Shop.  Moved by Weier to approve the Class C Beer Permit and Sunday sales privilege for J & K Dam Bait Shop.  Seconded by Nelson.  All ayes.  Motion carried.   Announcements-Open Forum.  None.         Moved by Nelson to adjourn.  Seconded by Ellis.  Time 8:05 p.m.     JOHN SMITH ___________________________________________ MAYOR   ATTEST:   BECKY JESSEN __________________________________________ CITY CLERK
