City Council Meeting December 10, 2003 at the Linn Grove Community Center at
7:00 p.m
Mayor Graesing
called the meeting to order.
Members present:
Jurgensen, Smith, Ellis, Wadsley, Warkentin.
Members absent:
None.
In attendance:
Sheri Weier, Bev Brauhn, Lolita Weier, Kevin Weier.
Moved by Smith to
adopt the agenda. Seconded by Jurgensen. Motion carried.
Moved by Ellis to
approve the amended previous meeting minutes as read from November 12, 2003.
(Note: Amendment being Moved by Ellis to approve wage for Dave Brock for the
2003-2004 snow season for clearing the streets of Linn Grove at $9.50 per hour.
Seconded by Jurgensen. Motion carried.) Seconded by Warkentin. Motion
carried.
Oath of Offices.
Mayor Graesing administered the “Oath of Office” to City Clerk, Becky Jessen.
City Clerk administered the “Oath of Office” to Mayor Dennis Graesing and City
Council members: Ronda Ellis, Denise Jurgensen, John Smith, Robert Wadsley, &
Sheri Weier.
Kevin Weier-Garbage
Issues & Junk & Junk Vehicles Issues. Weier voiced his concerns about garbage
pick-up and snow removal of the street he lives on. He was instructed to put
his garbage at the bottom of the hill of Linn Street until further notice.
Old Business.
Mr. & Mrs. Ross
Craig-Dog Issue. Clarification was received from BV Vet Clinic by the form of a
letter stating that the dog was not shot as previously stated by Mr. Craig at
the last council meeting.
Code of
Ordinances. Mayor Graesing has been in contact with Darren Bumgarner, a draft
of the Linn Grove code of Ordinances should be forthcoming. Mayor and Council
discussed and approved changes to the dog ordinance.
Courtesy Abatement
Letters. The courtesy letters sent out the response has been positive.
Warkentin left at
7:45 p.m. Mayor Graesing expressed his appreciation for Roger’s years of
service on the Council.
Water Meter-First
Co-op Billing. Full payment has been received for the new water meter located
at the Linn Grove fertilizer plant.
New Business.
Resolution
2003-13-Check Valve. Moved by Wadsley to approve Resolution 2003-13, a
Resolution Whereas, effective June 15, 2004 in order to protect the Linn Grove
City water supply and Whereas, the Linn Grove City Council has the duty to
protect the Linn Grove city water supply for the residents of Linn Grove It is
now therefore, be it resolved by the Linn Grove City Council of Linn Grove, IA
in accordance with provisions Iowa Code Sec. 372.13(4) that all commercial water
hook ups which include animal husbandry operations be required to install
anti-flow check valve on their water service line. Be it further resolved, from
the date of passage of this Resolution that any water service such as a new
construction or old lines that have not been in service for 6 months will also
be required to install an anti-flow check valve before water service is
established. The Linn Grove Water Superintendent will insure compliance of this
Resolution failure to comply will result in immediate termination of water
service. All residents of Linn Grove will be required to comply to Resolution
2003-13 by June 15, 2010. Seconded by Ellis. A roll call vote was taken with
the voting as follows: Ellis-Aye, Jurgensen-Aye, Smith-Aye, Wadsley-Aye.
Bridge Closure.
Mayor Graesing informed Council that the bridge located by the Linn Grove dam
area has been closed. Mayor Graesing informed Council that the letter he
submitted to the Iowa DOT has been approved to receive funding to rehabilitate
or replace the bridge located on Bluff St. Moved by Ellis to authorize Mayor
Graesing to contact DOT for further details regarding accepting offer of funding
to replace or rehabilitate this bridge. Seconded by Wadsley. Motion carried.
Park Board Report.
None
Library Board
Report. No library meeting was held in December.
Maintenance
Report. Due to illness Dave Brock will be unable to clear streets of snow.
Mayor Graesing informed Council that Larry Sangl has been hired for the
2003-2004 snow season.
City Clerk Report.
The Mayor & City Clerk attended the annual budget meeting in Spencer. Money
received from the bank franchise tax and consolidated payment is being
eliminated along with a 2.5% cut in state money received.

approve all bills as presented. Seconded by Smith. Motion carried.
