Linn Grove Regular City Council Meeting August 13, 2003 at the Linn Grove Community Center at 7:00 p.m.

Mayor Pro Tem Ellis called the meeting to order.

Members present: Smith, Wadsley, Jurgensen.

Members absent: Mayor Graesing, Warkentin.

In attendance: Lolita Weier, Patria Jenson, Crystal Klatt.

Moved by Jurgensen to adopt the agenda.  Seconded by Wadsley.  Motion carried.

Moved by Smith to approve previous meeting minutes as read from July 9, 2003.  Seconded by Wadsley.  Motion carried.

Old Business.

Abatements.  Moved by Wadsley to adopt Resolution 2003-10, a Resolution approving to proceed with clean-up of property located in Linn Grove, Iowa Parcel #02-08-104-015, accepting the bid from Wetherell Sand & Gravel for $1000 for removal of house and its disposition, leaving the garage and house foundation, this being in conjunction with city attorney’s opinion.  Seconded by Jurgensen.  A roll call vote was taken with voting as follows: Wadsley-Aye, Smith-Aye, Jurgensen-Aye.  Letter was sent to 309 Sweet Street Linn Grove, Iowa for not mowing property; resident has since complied.

Sidewalk Billing.  Clerk informed Council that she has sent to the Buena Vista County Treasurer the unpaid sidewalk billing sent to Gary Brown for property located at Parcels 02-08-105-006 & 02-08-105-007, to proceed to list and collect in the same manner as the general property taxes.

Approval of Bills.  Moved by Smith to approve all bills as presented.  Seconded by Wadsley.  Motion carried.

Park Board Report.  Lolita Weier reported to Council that she has contacted the bricklayer for the school monument and next Spring is the soonest that he could come. 

Library Board Report.  Appointment.  Moved by Jurgensen to appoint Lori Jessen to fill the unexpired term of Jennifer Anderson on the Linn Grove Library Board.  Seconded by Wadsley.  Motion carried.  Budget Concerns.  Mayor Graesing negotiated with Council and received prior Council approval to forgive the $116.12 overage on the budget for the Library.  Patria Jenson requested in the near future to meet with Mayor, City Clerk, and the Library Director to discuss the library finances.  Patria has received her certification and will also be giving the library report to the Council each month in the near future.

Maintenance Report.  Street Finance Report.  Moved by Smith to adopt Resolution 2003-11, a Resolution approving the Street Finance Report for year ending June 30, 2003.  Seconded by Wadsley.  A roll call vote was taken with the voting as follows: Wadsley-Aye, Smith-Aye, Jurgensen-Aye.  Building Clean-up Project.  Council discussed the bid from Wetherell Sand & Gravel for $2800 to tear down roof and interior walls and haul away debris for building located on property described as Lot Nine (9) Ward’s Addition Linn Grove, Iowa.  Any action was tabled until next council meeting.  Council was informed of the 17% loss of RUT money or about $2900 a year.  No decisions have been made yet regarding loss of revenue.

City Clerk Report.  Correspondence Sent & Received.  Clerk read letter sent to Clay Regional Water regarding water repairs billing.  No response from Clay Regional Water regarding the billing.  NWIPDC-Code of Ordinance.  Moved by Wadsley to adopt Resolution 2003-12, a Resolution approving the assistance of the staff of the Northwest Iowa Planning & Development Commission regarding updating the City’s Book of Codes.  Also authorizing the Mayor and City Clerk to sign this agreement between the City of Linn Grove and NWIPDC.  Seconded by Jurgensen.  A roll call vote was taken with voting as follows:  Jurgensen-Aye, Wadsley-Aye, Smith-Aye.  Clerk informed Council that nomination papers for the upcoming election in November are still available for residents of Linn Grove to sign. 

Announcements-Open Forum.  Jurgensen discussed with Council about weeds by the walking bridge located by Westerville Street and the need to get them cut down.  Mayor Pro Tem Ellis reported to Council about a 14x22 garage for sale for $750 and the possibility as using this as a maintenance shed.  Council agreed to have Mayor Graesing check into purchasing the garage.
