The Linn Grove Regular City Council meeting was held
July 14, 2004 at the Linn Grove Community Center at 7:00 p.m.
Mayor Graesing called the meeting to order.
Members present: Jurgensen, Wadsley, Smith, Ellis.
Members absent: Weier.
In attendance: Kim Johnson, Jim Brauhn, Monte
Scholten, John Call, Gary Lalone.
Moved by Smith to adopt the agenda. Seconded by
Jurgensen. Motion carried.
Moved by Ellis to approve previous meeting minutes
as read from June 9, 2004. Seconded by Wadsley. Motion carried.
Old Business.
Code of Ordinance Book. Tabled.
Abate the Nuisance Update. Moved by Smith to send
final abatement notice to resident living at Parcel #02-08-176-004 for
noncompliance with previous abatement notices. Seconded by Jurgensen. Motion
carried. The other 3 abatements sent out in June have complied.
New Business.
Kim Johnson-BV County Environmental Health/Zoning.
Kim Johnson presented an interagency agreement between BV County and cities in
county for the Department of Management Local Government Innovation Fund. Each
city will pay $117.86 for 5 years beginning June 1st, 2005. Kim also
requested that there be 1 representative and 1 alternate from Linn Grove to help
with project.
Storm Lake Destination Park Resolution Request.
John Call, City Administrator for Storm Lake, and Gary Lalone, C.E.O. Area
Development spoke to Council about the project and asked for a show of support.
Also discussed was driving and bike trails for Buena Vista County. Jim Brauhn
then spoke to the Council expressing his concerns about this project and how it
might effect Linn Grove. Moved by Jurgensen to table any decision about a
Resolution of Support. Seconded by Smith. Motion carried.
Approval of Bills. Moved by Ellis to approve
all bills as presented with the exception of the bill from the City of Sioux
Rapids for $102.95. The City will pay $50 and send the balance of bill to the
Linn Grove Community Enhancement Foundation to pay $52.95. Seconded by Smith.

Park Board Report. Appointments. Moved by
Ellis to approve Mayor Graesing’s park board appointments Becky Jessen and Barb
Sangl for a 2-year term expiring June 30, 2006. Seconded by Wadsley. Motion
carried. Larry Sangl is the third park board member, his term expiring June 30,
2005. Mayor Graesing named Denise Jurgensen as a park liaison.
Library Board Report. Moved by Ellis to
approve Mayor Graesing’s library board re-appointments Judy Vincent and Barb
Wadsley and appointing Faye Theeler to fill an unexpired term. Seconded by
Jurgensen. Motion carried. Noting Kay Richards being a representative of the
Linn Grove rural area was approved by the BV County Board of Supervisors July 6,
2004. These appointments are for 6-year terms. The Linn Grove Library Board
consists of: Barb Wadsley, term expiring 6/30/10, Faye Theeler, term expiring
6/30/05, Kay Richards, term expiring 6/30/10, Judy Vincent, term expiring
6/30/10, Arlette Driver, term expiring 6/30/05.
Maintenance Report. Electric Pump. Moved by
Jurgensen to approve Mayor Graesing to enter into a pump maintenance agreement
with Electric Pump, this agreement shall be effective from its signed date and
shall continue in effect until termination by mutual agreement or by either
party upon 30 days prior written notice. Seconded by Wadsley. Motion carried.
Mayor Graesing informed Council that Chad Anderson put in his notice effective
immediately that he will no longer be doing the mowing. Mayor Graesing reported
to Council that the “Bridge Closed” signs have been installed. Mayor Graesing
will be contacting fire department regarding roof leaking in the fire station.
City Clerk Report. Old Mill Lunch Proceeds.
Clerk informed Council that the Linn Grove Library, Fire Department, and Parks
Department each received $446.01 from the Old Mill Lunch held on Jamboree Day.
Clerk informed Council that Russell Click donated $100 in memory of wife,
Donaline. Garbage Ordinance. As required by the IDNR, Linn Grove must
implement unit-based pricing for all solid waste collection and disposal
services within their corporate limits. Per stipulation by the Iowa state code,
Section 455 D.3© the City must now regulate the amount of trash each residential
household may place at the curbside in the city limits of Linn Grove. The
following is the excerpt from the Linn Grove Code of Ordinance Book 2004: Each
household will be allowed four (4) thirty-three (33) gallon trashcans of solid
waste per week, not to exceed one hundred and thirty two (132) gallons in total
per week. Each bag or container must not exceed fifty (50) pounds in weight.
Any additional waste over the 132 gallons must have a City approved
tag/sticker securely affixed to each bag or container. The tag/sticker must be
obtained from the City Clerk prior to trashy collection days and will cost one
dollar ($1.00) per tag/sticker. The contracting hauler will not pick up any
bags or cans exceeding 132 gallons per household limit without the proper
tag/sticker. This notice is effective immediately and this notice will be
distributed to all residents in the form of a flyer. 1% Sales Tax. Effective
July 1, 2004 sales tax in BV County is now 7%. Utility bills sent out August 1,
2004 will reflect the 1% increase. Abate the Nuisance. None.
Correspondence Sent & Received. Public
Notice from the US Army Corp regarding the City of Sioux Rapids rip-rap project
was viewed with no action taken.
Announcements-Open Forum. Council directed
Mayor Graesing to follow-up on property buy-out offer.
Moved by Smith to adjourn. Seconded by Ellis. Time
