The Linn Grove Regular City Council meeting was held on June 9, 2004 at the Linn Grove Community Center at 7:00 p.m.
Mayor Graesing called the meeting to order. Members present: Wadsley, Weier, Jurgensen, Ellis. Members absent: Smith. In attendance: Lolita Weier.
Moved by Ellis to adopt the agenda. Seconded by Jurgensen. Motion carried. Moved by Jurgensen to approve previous meeting minutes as read from May 12, 2004. Seconded by Weier. Motion carried.
Old Business. Check Valve Update. Council was informed that there are still some check valves yet to be installed. Walquist Agreement. Mayor read the written agreement between City of Linn Grove and Alan and Joni Walquist to Council. All the signatures on this agreement from the Council and the Walquists were notarized. Abate the Nuisance Update. Moved by Weier to send a follow-up letter to resident stating that they have 30 days to submit a complete proposal with a completion date of 90 days on how they will become compliant with the “Abate the Nuisance” letter already sent, this being in conjunction with an abatement being sent for overgrowth of grass and weeds located on the property. Seconded by Wadsley. Motion carried. Linn Grove City code of Ordinance-Ordinance #701. Moved by Ellis to introduce Ordinance #701 on June 9, 2004 and asked that it be placed on file and read for the 2nd time. Councilperson Ellis then motioned that the ruling requiring the Ordinance #701 to be fully and distinctly read on 3 different days be suspended in passing and adopting Ordinance #701. Seconded by Wadsley. A roll call vote was taken with voting as follows: Jurgensen-Aye, Wadsley-Aye, Ellis-Aye, Weier-Aye. Moved by Jurgensen to adopt Ordinance #701, an Ordinance adopting the City Code of the City of Linn Grove, IA 2004. Seconded by Weier. A roll call vote was taken with the voting as follows: Ellis-Aye, Wadsley-Aye, Jurgensen-Aye, Weier-Aye. New Business. Approval of Bills. Moved by Ellis to approve all bills as presented. Seconded by Weier. Motion carried.

Park Board Report. Lolita Weier informed Council that her term expires June 30, 2004. The Waterwheel/Mill Project is nearing completion with more landscaping yet to do. Library Board Report. No report.
Maintenance Report. Moved by Weier to contact BV County Engineer, Jon Ites, informing him that Council decided to not negotiate an agreement thus Senate File 451 will kick in on July 1, 2004, the County will have jurisdiction and control of the FM extensions in the City. Seconded by Ellis. Motion carried. Consumer Confidence Report. The CCR is available upon request at the City Clerk’s office. This report is posted at the Linn Grove Post Office, Linn Grove Community Center/Library, and Linn Grove First State Bank. Notice regarding availability of this report was printed on June utility billings.
Erosion Abutment. Mayor informed Council that beavers are undermining the earth and cement located by abutment on north side of river by dam area. Moved by Jurgensen to hire Jud Graesing to do the repairs on the abutment at $50 an hour with a cap of $300 a re-consult may by required when Council inspects the hole after it has been opened up regarding any further additional expense and decision making. Proof of Insurance will be required. Seconded by Weier. Motion carried. Mayor informed Council that parking lines will be painted in the downtown Weaver Street area.
City Clerk Report. Cigarette Permit Approval. Moved by Ellis to approve cigarette permit for Bobby’s Sand Bar. Seconded by Jurgensen. Motion carried. Fire Department Annual Assistance Payment. The Linn Grove Fire Department will receive annual payment from the City. The Fire Department will receive 1/3 of the proceeds from the Old Mill Lunch held on Jamboree Day. Resolution 2004-5 1-Day Jamboree Waiver. Moved by Ellis to adopt Resolution 2004-5, A Resolution for a 1-day waiver effective June 19, 2004 only. This Resolution is to close north end of Linn Street from 203 Linn Street to 100 Weaver Street Linn Grove, Iowa effective June 19, 2004 only. Also the closure of the alley running parallel with Weaver Street and connecting Weaver Street to Linn Street located in downtown area of Linn Grove. No parking allowed between 100 Weaver Street and 132 Weaver Street Linn Grove, Iowa effective June 19, 2004 only until 6:00 p.m. Parking will be permitted on West Side of downtown Weaver Street between 100 Weaver Street and 132 Weaver Street Linn Grove, IA. The East side of downtown Weaver Street will continue to have “No Parking” in effect until 11:00 p.m. At 11:00 p.m. the temporary stop signs will be removed and parking will be restored on the downtown area of Weaver Street Linn Grove, Iowa. Seconded by Wadsley. A roll call vote was taken with voting as follows: Ellis-Aye, Wadsley-Aye, Jurgensen-Aye, Weier-Aye.
BV County Award Letter. Clerk read the letter from BV County Environmental Health/Zoning Director, Kim Johnson informing Council of grant money awarded from the Innovation Fund. Kim will be attending a Council meeting in the near future to further discuss this matter with the Council. Abate the Nuisance. Moved by Ellis to send out 4 “Abate the Nuisance” letters regarding overgrowth of grass and weeds and dangerous building site. Seconded by Wadsley. Motion carried.
Announcements-Open Forum. Volunteers have installed the new Linn Grove sign located north of town on Highway 10. Mayor informed Council that a new weed eater has been purchased. Mayor also informed Council that 2 fire hydrants have been ordered. Council instructed Mayor to purchase signs regarding “Bridge Closed” and “Driveway Access”. Moved by Ellis to make the “No Parking Fire Lane” sign more visible located on the Linn Gove Landing Building that the sign should be erected on a post located next to sidewalk edge. Seconded by Wadsley. Motion carried.
