Regular City Council Meeting November 12, 2003 at the Linn Grove Community
Center at 7:00 p.m.
Mayor Graesing called the meeting to order.
Members present: Ronda Ellis, Denise Jurgensen,
Rob Wadsley, Roger Warkentin.
Members absent: John Smith.
In attendance: Sheri Weier, Patria Jenson, Larry
Sangl, Monte Scholten, Bev Brauhn, Ross & Valorie Craig.
Moved by Jurgensen to adopt the agenda.
Seconded by Ellis. Motion carried.
Moved by Warkentin to approve the previous
meeting minutes as read from October 8, 2003. Seconded by Ellis. Motion
carried.
Mr. & Mrs. Ross Craig-Dog Matters-Other Issues
Pertaining to Conduct & Attitude of City Council Member. Mr. Craig gave a brief
background about himself and his wife. They spoke about their 7 dogs, stating
one of their dogs had been shot. They also spoke to Council about their issues
in dealing with all city officials.
Larry Sangl-Dog Matters-Neighborhood Dispute.
Mr. Sangl spoke to the Council about his concerns of neighborhood dogs barking.
Mayor Graesing informed Council that on Sunday,
October 26, 2003 that he gave a verbal warning to residents living at 212 Main
St. Linn Grove for habitual barking dogs. On Monday, October 27, 2003 Mayor
Graesing have a verbal warning to resident living at 107 Bluff St. Linn Grove
for dog barking and running loose.
Old Business.
Code of Ordinances Update. Clerk informed
Council of an e-mail received from Darren Bumgarner from N.W.I.P.D.C. stating he
should have about half of the code book completed and should be sending a draft
of the code book.
Tourism Brochures. Replacement stickers have
been put on the BV County Tourism brochures and are ready to hand out. Denny
Graesing and Becky Jessen are co-presidents of the BV County Tourism Committee.
Avis Youngbluth is the secretary.
BV County Payment Due 12/1/03. BV County Board
of Supervisors have still yet to decide on this issue between the county and
City of Linn Grove. Moved by Warkentin to table any decision on this issue
until County Board responds to City proposal. Seconded by Wadsley. Motion
carried.
New Business.
Approval of Bills. Moved by Jurgensen to
approve all bills as presented. Seconded by Ellis. Motion carried.

Park Board Report. School monument is in place
and ready for future landscaping. Larry Sangl have his annual report on Trees
Forever/Alliant. Sangl and Council discussed the possible grant application of
$750 will be applied for the upcoming year. Moved by Wadsley for the City of
Linn Grove to write letter to Trees Forever/Alliant approving the proposed plan
from Larry Sangl regarding planting trees on Sangl’s property. Seconded by
Jurgensen. Motion carried.
Library Board Report. Internet is up and going
on the two new computers. “Computer Open House” is planned for November 21,
2003 from 3-6 p.m. The 2nd book, bake, craft sale of this year was a
success.
Maintenance Report. Moved by Warkentin to enter
into a maintenance contract with BV County for the 2003-2004 snow season
authorizing Mayor or City Clerk as a duly authorized representative to sign
maintenance contract. Seconded by Wadsley. Motion carried. Moved by Ellis to
hire Dave Brock for the 2003-2004 snow season for clearing the streets of Linn
Grove at $9.50 per hour. Seconded by Jurgensen. Motion carried.
City Clerk Report.
Abatements. Moved by Warkentin to send courtesy
abatement letters to the property owners located at Parcel #02-07-276-006,
02-08-154-001, 02-08-179-001, 02-08-101-008 & 02-08-101-009, 02-08-177-001.
Seconded by Ellis. Motion carried.
Election results. Mayor Dennis Graesing has
been re-elected as Mayor for a 2-year term. Ronda Ellis, John Smith, Rob
Wadsley, Denise Jurgensen, and Sheri Weier have been elected to the Linn Grove
City Council for a 2-year term.
Building Permits. Moved by Warkentin to approve
building permit request from Marlin Weier for a 40’x48’ pole storage building
located at downtown Linn St Lot 4 Section 8-93-37 Linn Grove, IA with a notation
added that a recent survey showed the existing brick building is partially
located on City property. In addition, upon payment of the $50 fee, and
provided an inspection of the site by Wadsley and Graesing finds no problems,
final approval of the permit may be given. Approval of a fence to be installed
on West property line adjacent to City property will also be conducted by same.
Wadsley is to be contact person with Weier for this inspection. Seconded by
Ellis. Motion carried. Moved by Ellis to grant request for 10’x20’ accessory
storage building located at Parcel #02-08-104-018 Weaver St. Linn Grove, IA no
building permit required. Seconded by Jurgensen. Motion carried.
Misc. Old Mill Lunch Fundraiser held November
8, 2003 was a success. Donations will be used to defray the cost of the pond
kit by the mill/waterwheel. Clerk informed Council that she received e-mail
from the Iowa League of Cities informing that the amount cities will receive in
FY04 will be reduced by 2.5%. Clerk informed Council that she would be sending
a statement out for an unpaid utility bill #7-1 and if not paid within the
designated timeline the bill would be turned over to small claims court. Mayor
Graesing and City Clerk will be attending the annual Budget meeting on December
2nd. Clerk informed Council that collection for an unpaid mowing
bill has been collected in the same manner as the general property taxes.
Open House will be at the Linn Grove Community
Center on Saturday, December 13th. Correspondence was discussed
about a water billing. Utilities Clerk will be sending a letter to residents
regarding water bill.
Announcements-Open Forum.
Monte Scholten spoke about Fine Arts Weekend being a success. Council gave
consent to the construction of a stage and a stump platform in basketball court
area. Water check valves were discussed with the Council directing Mayor
Graesing to have a Resolution prepared for the next meeting. Mayor and Council
discussed matters submitted by City Attorney.
