The Linn Grove Regular City Council meeting was held
at the Linn Grove Community Center on November 9, 2005 at 7:00 p.m.
Mayor Pro Tem Smith called the meeting to order.
Members present: Smith, Jurgensen, Ellis.
Members absent: Wadsley.
In attendance: Arnie Hicks, John Nelson.
Adopt the Agenda. Moved by Ellis to adopt the
agenda. Seconded by Jurgensen. All ayes. Motion carried.
Approve Previous Meeting Minutes. Moved by
Jurgensen to approve previous meeting minutes as read from October 12, 2005.
Seconded by Ellis. All ayes. Motion carried.
Old Business.
Election. Under the advice of the city attorney
the person elected mayor and the 2 people who receive the most votes for council
may assume office after the election results have been certified by the Buena
Vista County Board of Supervisors. The unofficial results are as follows: John
Smith, Mayor, and Council Ronda Ellis, Denise Jurgensen, John Nelson, Arnie
Hicks, Marlin Weier. Term of office is for 2 years.
New Business.
Approval of Bills & Clerk/Treasurer Report. Moved
by Ellis to approve Clerk/Treasurer report and all bills as presented. Seconded
by Jurgensen. All ayes. Motion carried. General Garbage Library Board Report. Smith
informed Council that he attended the library meeting. Smith and City Clerk
will be setting up a meeting with library board members to explain the library
funds. Moved by Smith to send a letter from the Linn Grove City Council
censuring conduct of library. Seconded by Ellis. All ayes. Motion carried. Maintenance Report. Snow
Maintenance Agreement. Moved by Jurgensen to approve Resolution 2005-10, a
Resolution to enter into a maintenance agreement with Buena Vista County for the
2005-2006 snow season and authorizing Mayor Pro Tem Smith or City Clerk as a
duly authorized representative to sign maintenance agreement. Seconded by
Ellis. A roll call vote was taken with the voting as follows: Jurgensen-Aye,
Ellis-Aye, Smith-Aye. Motion carried. Snow Removal Person/Persons. Moved by
Ellis to hire Paul Huffey at $8.50/hr for snow removal with town tractor.
Seconded by Jurgensen. All ayes. Motion carried. Moved by Ellis to hire Monte
Fassler at $8.50/hr for snow removal with mower/snow blade and snowplow when
needed. Seconded by Jurgensen. All ayes. Motion carried. Brick Wall
Replacement/Community Center. Repairs are completed to brick wall located in
front of community center estimated cost of labor and materials $1250.
Insurance claim has been filed. Bridge Replacement Project. Clerk read letter
received from Buena Vista County regarding Bluff Street Bridge. Construction is
slated for spring 2006. Street Repairs/Maintenance. Repairs were done in the
alley by Ward Street. Gravel was purchased to use for filling potholes in
alleys. City Clerk Report.
Abatements. Council discussed 3 residences. No action taken. Fire Department
Insurance. Moved by Smith to take $349.00 out of the fire department’s annual
support. The additional premium due was due to purchasing truck/mini-pumper.
Seconded by Jurgensen. All ayes. Motion carried. Water Re-connect
Fee-Amending Code of Ordinance. Moved by Jurgensen to amend Linn Grove City
Code of Ordinance Title II Public Service and Health Chapter I Article 3 Water
Rates adding Section 3.10 regarding re-connect fee for temporary vacancy.
Seconded by Ellis. All ayes. Motion carried. Sex Offender-Amending Code of
Ordinance. Moved by Ellis to amend Linn Grove Code of Ordinance Title III,
Chapter 1 by adopting a new article 7(A) entitled “Sex Offender Residency
Restrictions.” Seconded by Smith. All ayes. Motion carried. Annual payment
on Community Center. The annual payment of $5,807.91 was paid leaving an unpaid
balance of $25,145.19. New lower interest rate of 3.70% and 5 annual payments
left. Correspondence, Etc. Smith and Gene Johnson will be attending meeting
regarding change of wastewater rules and the possibility of substantial hikes in
sewer rates to become compliant. Smith will report to Council at next meeting
regarding these issues. Clerk read letter from Bill Lanphere, Buena Vista
County Supervisor, regarding the BV Co. Drive Trail. Announcements-Open Forum.
Discussed; pay for Mayor Pro Tem, changing regular city council meetings to 2nd
Thursday of each month, putting up Christmas lights, and tree trimming on East
High Street. Moved by Ellis to adjourn.
