Grove Regular City Council Meeting July 9, 2003 at
the Linn Grove Community Center at 7:00 p.m.
Mayor Graesing called the meeting to order.
Members present: Warkentin, Wadsley, Smith, Ellis, Jurgensen.
Members absent: None. In
attendance: Robert Harms, Joyce Sweet.
Moved by Smith to adopt the agenda as amended. Seconded by Wadsley. Motion
carried.
Moved by Ellis to approve previous meeting minutes as read from June 11, 2003.
Seconded by Warkentin. Motion carried.
Old Business. Abatements. The property located at
311 Sweet Street Linn Grove has shown sufficient progress to comply with the
“Abate the Nuisance.” Due to no response regarding property located at 203 Linn
Street, Linn Grove Mayor Graesing will be contacting the city attorney on how to
proceed with appropriate action on “Abate the Nuisance.” Moved by Ellis to send
“Abate the Nuisance” letters to 206 West High Street, Parcel # 02-08-154-003 and
401 Broadway Street, Parcel #02-08-154-001, Linn Grove, Iowa. Seconded by
Wadsley. Motion carried.
New Business. Approval of Bills. Moved by Ellis to
approve all bills as presented. Seconded by Warkentin. Motion carried.

Library Board Report. Council directed Mayor Graesing to consult with library
president Crystal Klatt regarding budget issues. Park
Board Report. “Card of Thanks” will be sent to Adeline Peterson (school
monument donation), Harry & Ann Kraft (mill/waterwheel donation), & Paul & Jody
Braunschweig (memorial to Elmer, Butch, & Jo-mill/waterwheel donation) for their
generous donations also “Card of Thanks” was also sent to Quality Refrigerated
Service, Inc. and Heartland Beef (mill/waterwheel donation). Clerk informed
Council that there is still $110.89 left to purchase trees from the Trees
Forever/Alliant Grant. The footings for the school monument have been poured
and are now ready for the bricklayer. Mill/waterwheel project is progressing.
Maintenance Report. Eugene Johnson has received his water certification.
Robert Harms discussed with Council about billing incurred due to water leak. City
Clerk Report. Clerk informed Council that nomination papers for the upcoming
election in November are available. Moved by Warkentin to approve that all city
departments must have bills turned in June 15th due to the fiscal
year ending June 30th. Seconded by Smith. Motion carried. Mayor
Graesing appointed Councilperson Ronda Ellis as Mayor Pro Tem. Moved by Smith
to approve Resolution 2003-9, a Resolution delegating the responsibility for
managing public records, Code of Iowa Chapter 22, commonly known as the Open
Records Law, should be bestowed upon the Mayor and City Clerk. Seconded by
Warkentin. A roll call vote was taken with the voting as follows: Wadsley-Aye,
Smith-Aye, Warkentin-Aye, Jurgensen-Aye, Ellis-Aye.
Warkentin left at 8:30 p.m.
Announcements-Open Forum. Council discussed removing
the Pepsi sign on the building owned by the City. Moved by Jurgensen to
advertise the John Deere sickle bar mower for $250. Seconded by Wadsley.
Motion carried. Mayor Graesing informed Council that because of changes from
the state dealing with the Road Use Tax money Linn Grove will be losing revenue
and this revenue will be going directly to Buena Vista County. Mayor Graesing
has been in contact with the Buena Vista County Board of Supervisors and hope to
come to an acceptable agreement.
Smith left at 8:50 p.m.
Moved by Wadsley to adjourn. Seconded by Ellis. Time 9:00 p.m.
