The Linn Grove Regular City Council meeting was held
at the Linn Grove Community Center on January 11, 2006 at 7:00 p.m.
Mayor Smith called the meeting to order.
Members present: Hicks, Weier, Ellis, Nelson.
Members absent: Jurgensen.
In attendance: Alyssa Rusk.
Adopt the Agenda. Moved by Hicks to adopt the
agenda. Seconded by Weier. All ayes. Motion carried.
Approve Previous Meeting Minutes. Moved by Nelson
to approve previous meeting minutes as read from December 14, 2005. Seconded by
Ellis. All ayes. Motion carried.
Jurgensen arrived at 7:10 p.m.
Appoint City Clerk and Administer “Oath of Office”.
Moved by Ellis to appoint Becky Jessen as City Clerk/Treasurer/Utilities Clerk
for a 2 year term. Seconded by Jurgensen. All ayes. Motion carried. Mayor
Smith administered “Oath of Office” to Jessen.
Old Business. Repairs on Rental Property.
Council discussed billing from Midwestern Mechanical for repairs done on rental
property located at 100 Weaver Street. Abatements. The 2 residences have
complied.
New Business. Eagle Watch. Moved by Weier
to approve renting the Community Center for a fee of $25.00 for Bald Eagle
Appreciation Day March 4, 2006 with the stipulation the group hosting this will
clean up the Community Center after they are done. Seconded by Hicks. All
ayes. Motion carried. Approval of Bills & Clerk/Treasurer’s Financial
Reports. Moved by Jurgensen to approve Clerk/Treasurer’s financial reports and
all bills as presented. Council discussed billing from BV County for sand.
Clerk is to send bill to Linn Grove Hatchery for reimbursement in the amount of
$14.00. Seconded by Nelson. All ayes. Motion carried. General

Park Board Report. None.
Library Board Report. Rusk presented a tentative
budget for 06/07. Moved by Weier to allow registration on Bald Eagle
Appreciation Day March 4, 2006 at the library. Seconded by Ellis. All ayes.
Motion carried. On behalf of the Linn Grove Library Board, Rusk publicly
apologized for the incident that occurred before the 2005 election of the Linn
Grove Mayor and City Council.
Maintenance Report. Backup Batteries. Council was
informed the need to replace one of the batteries used to send radio signals
from water tower to pump house the cost of the battery is over $500. Weier
discussed snow removal and vehicles parked on streets. Mayor Smith will talk
with some residents about moving their vehicles for easier snow removal.
Council discussed the BV County sand pile being County property and not for
personal use. The contact people for this would be Marlin Weier and John
Nelson. Ellis reported to Council that the Fire Dept. has agreed to switch the
fire truck tires with the City snowplow tires.
City Clerk Report. Board Appointments. Mayor
informed Council that the City might need Council representation for certain
county boards. Mayor Smith and Ellis will be attending an Emergency Management
meeting in near future. Ordinance #803-Council Meeting Date. Moved by Ellis to
adopt 1st reading of Ordinance No. 803, an Ordinance amending Title I
Administrative Code Legislative Chapter 3 Article 9 Council 9.04 Meetings of the
2004 Recodification of the Municipal Code of the City of Linn Grove. The
regular City Council meeting date will now be the second Thursday of each
month Seconded by Hicks. All ayes. Motion carried. Moved by Ellis to waive
the 2nd and 3rd reading of Ordinance No. 803. Seconded by
Nelson. All ayes. Motion carried. Moved by Ellis to adopt Ordinance No. 803,
amending Ordinance Title Administrative Code Legislative Chapter 3 Article 9
Council 9.04 Meetings of the Linn Grove Code of Ordinances. Seconded by
Nelson. All ayes. Motion carried. The public will be informed of special
council meetings by posting of the notice at the Linn Grove Post Office, First
State Bank, and Community Center. Local radio stations will also be notified.
Upper Des Moines-Annual Support Request. Moved by Ellis to send $126 to help
Upper Des Moines conduct outreach and assistance activities that benefit Linn
Grove residents. Seconded by Nelson. All ayes. Motion carried. Designate
Official Newspaper. Moved by Hicks to designate the Peterson Patriot Peterson,
Iowa as the official newspaper for printing Linn Grove City Council minutes and
official notices. Seconded by Nelson. All ayes. Motion carried. Designate
Depository. Moved by Ellis to designate First State Bank of Linn Grove and
Sioux Rapids as the official depository for funds not to exceed $250,000 for the
City of Linn Grove. Seconded by Weier. All ayes. Motion carried. Designate
Attorney. Moved by Jurgensen to designate Don Hemphill, Hemphill Law Office
Spencer, IA as the official attorney for City of Linn Grove. Seconded by
Ellis. All ayes. Motion carried. Annual Elected Officials and Employees
Salaries. Mayor $1200/yr, Council Members $10 for each council meeting
attended. Water/Sewer $385/mth, City Clerk/Treasurer/Utilities
Clerk/Water/Sewer Manager $675/mth, Librarians $7.00/hr, Community Center
Cleaning/Reading Water Meters $65.00/mth Snow Removal/Mowing $8.50/hr.

Budget. Council discussed budget for fiscal year
2006/2007. Misc. & Correspondence. Clerk informed Council that Lora Johnson
agreed that the renewal of business agreement between her and the City could be
done by a yearly Resolution.
Announcements-Open Forum Council discussed upcoming
bridge project located on Bluff Street.
Moved by Nelson to adjourn. Seconded by Hicks.
