September 2005 November 2005 The Linn Grove Regular City
Council meeting was held at the Linn Grove Community Center on October 12, 2005
at 7:00 p.m. Mayor
Pro Tem Smith called the meeting to order. Members
present: Smith, Wadsley, Ellis. Member
absent: Jurgensen. In
attendance: John Nelson. Adopt
the Agenda. Moved by Wadsley to adopt the agenda. Seconded by Ellis. All
ayes. Motion carried. Approve
Previous Meeting Minutes. Moved by Ellis to approve previous meeting minutes as
read from September 14, 2005. Seconded by Wadsley. All ayes. Motion carried. Old
Business. Grading of Alley/Stop Sign
Replacement. Council was informed that alley behind Community Center and Post
Office area has been graded. Three stop signs were replaced with new ones by
Dennis Graesing.
Jurgensen arrived at 7:10 p.m. Rental
Agreement. Council discussed the rental agreement drawn up by the city attorney
between the City of Linn Grove and Curtain Creations/Lora Johnson. Lora Johnson
will get a copy for her approval. Next regular City Council meeting scheduled
for November the final draft should be ready for Council approval.
Approval
of Bills/Financial Reports. Moved by Ellis to approve Clerk/Treasurer Reports
and all bills as presented. Seconded by Jurgensen. All ayes. Motion carried. General Garbage Sewer Park
Board Report. Council discussed where to store the furniture up at the gazebo
for the winter. Library
Board Report. The annual report for the library was presented to the Council.
Maintenance Report. Linn Grove will be flushing hydrants October 28th,
2005. Notices will be posted and local radio stations will be notified. A gas
powered sump pump has been purchased for the City. Council discussed getting
the snow blade on the mower. The Linn Grove Fire Department has purchased a
truck and mini-pumper. City
Clerk Report. Annual Finance Report. Moved by Ellis to approve annual finance
report for fiscal year ending June 30, 2005. Seconded by Wadsley. All ayes.
Motion carried. Proclaim “Trick or Treat” night. Mayor Pro Tem Smith
proclaimed “Trick or Treat” night October 31st, 2005 from 5:00 p.m.
to 8:00 p.m. in Linn Grove. Upcoming Election-Mayor/Council Positions. Council
discussed options suggested by city attorney regarding resignation of mayor and
councilperson in conjunction with upcoming election in November. Council agreed
to take no action and that the person elected as Mayor and the person who
receives the most votes for Council may qualify and assume their office as soon
as the election results are certified by the Board of Supervisors. Resolution
2005-9-Photocopying & Research Charges. Whereas, the city of Linn Grove shall
from this date forward impose a charge of 25 cent per page for photocopying.
Each side constitutes separate pages. Whereas, the City of Linn Grove shall
charge a research fee for any open records information requested. A $5.00 (five
dollar) minimum charge will be imposed after the first five minutes up to one
half hour of research, any time over thirty minutes will be charged $15.00
(fifteen dollars) for every half hour thereafter plus any additional expenses
incurred by the city. Requests will be honored within a two-week timeframe at
the discretion of the City Clerk. Person requesting information will pay
photocopying charges for any information they would like to remove from the city
hall office. Moved by Smith to approve. Seconded by Ellis. A roll call vote
was taken with voting as follows: Smith-Aye, Ellis-Aye, Wadsley-Aye,
Jurgensen-Aye. Motion carried. Abatements. Council discussed residences
located within City limits. No action was taken. Correspondence/Misc. Clerk
informed Council that the Iowa Alcoholic Beverages Division will be starting a
new electronic licensing application for licensees. Council was informed that a
new telephone/answering/fax machine was purchased for clerk office. Clerk will
be attending the upcoming Budget/IPERS workshop in December and also attending a
4 part series of workshops regarding the Municipal Leadership Academy. Clerk
informed Council regarding garbage pick-up in Linn Grove, as a reminder that all
garbage in order to be picked up must be bagged, a limit of 4 bags, not to
exceed 50 pounds, and be in no bigger than 33 gallon bags per week.
Announcements-Open Forum. Wadsley discussed the possibility of tree trimming by
East High Street. Council discussed parking of vehicles by the City maintenance
yard. Council discussed the upcoming snow season. Clerk will contact BV County
for maintenance contract for upcoming snow season. Moved by
