The Linn Grove Regular City Council Meeting was held at the Linn Grove Community Center on September 14, 2005 at 7:00 p.m. Mayor Graesing called the meeting to order. Members present: Wadsley, Smith, Ellis, Jurgensen. Members absent: Weier. In attendance: Eugene Johnson, Monte Fassler, John Nelson, Bob Cox. Adopt the Agenda. Moved by Ellis to adopt the agenda. Seconded by Jurgensen. All ayes. Motion carried. Approve Previous Meeting Minutes. Moved by Smith to approve previous meeting minutes as read from August 10, 2005. Seconded by Jurgensen. All ayes. Motion carried. Old Business. Snow Blade/JD Mower. Council was informed that the snow blade has been delivered. City Brush Pile. Council was informed the city brush pile has been cleaned up. New Business. Council Appointments. Mayor Graesing appointed John Smith Mayor Pro Tem. Approval of Bills/Financial Reports. Moved by Ellis to approve Clerk/Treasurer’s Reports and all bills as presented. Seconded by Jurgensen. All ayes. Motion carried.
Park Board Report. Mayor Graesing reported to Council that someone did damage to bushes and post located by the school monument repairs will have to be made. Library Board Report. The Linn Grove Library Board had election of officers September 12, 2005. Officers are as follows: Alyssa Rusk, president term ending year 2010 (5 yrs), Tom Blomberg, vice-president term ending year 2011 (6 yrs), Judy Vincent, secretary term ending year 2010, Barb Wadsley, recording treasurer term ending year 2010 and Faye Theeler term ending year 2011. Maintenance Report. Eugene Johnson requested that the City buy a sump pump. Moved by Smith to purchase a sump pump with payment coming from 2/3 water fund and 1/3 park fund. Seconded by Wadsley. All ayes. Motion carried. City Clerk Report. Polling Accessibility. Correspondence was read from Karen Strawn informing Council that Linn Grove Community Center is 100% accessible. The letter also stated other suggestions Council declined to take any further action. Request for Arbor at City Rental Property/Rental Agreement. Moved by Jurgensen to permit Curtain Creations/Lora Johnson to erect a arbor/pergola located at 100 Weaver Street at her expense provided nothing is hung on arbor/pergola to block view. Seconded by Wadsley. All ayes. Motion carried. Mayor Pro Tem Smith will contact Lora Johnson and City attorney to draw up tentative terms with Council approval regarding rental agreement. Request to use Community Center/Fire Station. Moved by Ellis to approve letting the Linn Grove Community Enhancement Foundation use of the Community Center/Fire Station on November 6, 2005 for a fundraiser with fee waived for the day. Seconded by Smith. All ayes. Motion carried. Personnel/Job Review. Mayor Graesing commended Eugene Johnson and Monte Fassler on their job performance. Mayor Graesing also asked Council that Eugene Johnson get 1 weekend off a month. Upcoming election. Clerk informed Council that 1 person has taken papers out for Mayor position and 7 people have taken papers out for the 5 City Council positions. Misc. Clerk informed Council that the IRS reimbursement rate went up to 48.5 cents per mile due to high cost of fuel this will be effective until December 31, 2005. Council reviewed the current sewer rate and will take appropriate action in near future. Announcements-Open Forum. Ellis discussed with Council about alley behind Post Office. Council agreed to have Mayor Graesing contact County regarding this request to grade alley. Smith requested further information regarding City of Linn Grove/Johnson rental agreement. City Clerk will provide to Smith information requested. Jurgensen requested review of overhanging trees located at Weaver and Church Street. City Clerk read to Council the resignation of Councilperson Sheri Weier effective September 30, 2005. Mayor Graesing submitted his verbal and written resignation effective September 30, 2005 due to possible conflict of interest because of new partnership formed with Jug Graesing who has previously done business with City of Linn Grove under Jud’s Repair. Moved by Smith to adjourn. Seconded by Ellis. Time 8:25 p.m.
